A Silver Year for CDPHP

In 2009, CDPHP celebrates its 25th anniversary of carrying out its mission to provide quality health care at a reasonable cost for its subscribers and operating CDPHP as a model for the delivery, financing, and administration of health care services.


While much has changed in the years since this organization was founded, one thing remains the same: CDPHP is fully committed to the health and wellness of its members.


Our Beginnings

In the early 1980s, a group of physicians led by surgeon John “Jack” Carter, MD, and Anthony “Tony” Tartaglia, MD, came together to discuss the impact of managed care, staffing models (Community Health Plan), and indemnity companies on health care. They were especially concerned about the potential of managed care limiting doctors’ voices in the delivery of care, curtailing their patients’ freedom of choice, and altering the economics of medicine.


In response to these concerns, Dr. Carter rallied five hundred local doctors to contribute $1,000 each, and then borrowed another $500,000 to raise $1 million to start this company. In early April 1984, Capital District Physicians’ Health Plan, Inc. (CDPHP), a health maintenance organization (HMO) founded and guided by physicians, was born.

The Mission

The mission of Capital District Physicians’ Health Plan, Inc. was to put patients first, ensure quality care at a reasonable price, remain doctor-directed at the highest level, promote health and wellness, and become a model for others to emulate.


CDPHP Today

Currently, CDPHP is one of the nation’s highest-rated health plans, receiving top marks from its members year after year. From our humble beginnings as an HMO serving 11 counties in New York, CDPHP has evolved into a total health benefits solutions provider, offering a full array of products to 400,000 members across the state.
