Paul Kahlon joined Capital District Physicians’ Health Plan (CDPHP®) in 2023 and currently serves as executive vice president and chief financial officer. In this role, he oversees all financial operations, including analysis, reporting, regulatory filings, actuarial services, and value-based reimbursement.
Prior to joining CDPHP, Paul served as senior vice president, chief strategy and corporate business development officer for Independent Health Association (IHA). There, he was responsible for leading the development and facilitation of the health care organization’s strategy and transformation. Together with Independent Health’s CEO, Paul crafted a more strategic view of where the organization was headed, ensuring the long-term growth and profitability of the enterprise, while also acting as liaison to the board of directors and various committees of the board. Paul was previously chief actuarial officer and interim chief financial officer for IHA, as well as president of Mason Insurance Company, a wholly owned subsidiary of IHA.
Paul is currently the co-chair of the Alliance of Community Health Plans (ACHP) Executive Council, comprised of executive leaders from ACHP plans across the United States focused on demonstrating value and influencing public policy. He is also a Fellow of the Society of Actuaries (FSA), Fellow of the Canadian Institute of Actuaries (FCIA), and a member of the American Academy of Actuaries (MAAA). He holds the Chartered Financial Analyst (CFA) and the Chartered Enterprise Risk Analyst (CERA) designations.
Paul graduated from the University of Waterloo with a Bachelor of Mathematics with honors.
