In 2023, CDPHP embarked upon an ambitious growth and member retention plan, the highlights of which are detailed below:

• Enrollment of 10,000 new Medicare Advantage members for 2024

• Successful retention of 98 percent of Medicare Advantage members, making CDPHP the sixth fastest-growing plan in the country.

• Expansion of our provider network to include Crystal Run providers from the mid-Hudson region

Additionally, market share remained strong in the company’s core four counties, with only modest fluctuations:

• NYS employer market decline: 5.8 percent

• CDPHP employer market decline: 4.2 percent

• Fully insured decline: 2.8 percent

• Self-insured growth: 1.4 percent

• CDPHP market share decline: <1 percent

State program membership renewals were marked by huge swings between plans, largely because of the expiration of the COVID-19 federal public health emergency in May 2023. The company’s focus continues to be on right-sizing this book of business and ensuring members land in the most appropriate plan for their needs.
